Shopian Probe: Jan Commission Draws a Blank

Srinagar, July 09, KONS- The government appointed one man Judicial Commission, which probed the gang rape and murder of 17 year old Asiya and pregnant Neelofar Jan in Shopian has failed to pin point the guilty in the final report submitted to the government after 40 days of investigation but has recommended prosecution of four policemen and a forensic official on the charge of destroying evidence, sources here said.
The report submitted to the Principal Secretary (Home) on Wednesday night did not come to a conclusion how and by whom the two women were raped and murdered, these sources said.
The Commission, headed by Justice (Retd.) Muzaffar Jan, was appointed on June 1 by the Congress-National Conference coalition government following massive public outcry and street demonstrations during which two persons were killed and scores others injured in police firing.
The Commission was required to submit the report within a month. However, the State government granted it 10 days extension following a request.
The panel had submitted an interim report in the case on June 21, confirming that the two women had been sexually assaulted and murdered as was being charged by the kin of the victims and the people of the town.
On its recommendation, four police officers, including the then Shopian Superintendent of Police Javid Iqbal Matoo, his deputy Rohit Basgotra, a senior officer in Forensic Science Laboratory (FSL) and two doctors had been suspended by the government.
The state government’s brief to the judicial commission was to find out the circumstances and causes that led to the death of the two women and the persons responsible for it; to look into the role of government agencies; and to suggest punishment as well as recommend remedial measures to ensure that such incidents were not repeated.
The interim report answered only two questions: the circumstances and causes that led to the deaths, and the role of the government agencies.
Meanwhile life in Shopian town remained paralysed for the 40th consecutive day today with towns people demanding arrest and punishment to the guilty.
Reports said the State government has meanwhile handed over the Jan Commission report to the Law Department for legal opinion.
